On Monday's Tonight Show, Jay Leno asked about the bill that the 63-year-old Terminator star signed to somewhat decriminalize smoking marijuana. The outgoing governor said the new law might have been a reason that Proposition 19 - which would've legalized the drug - didn't pass on Election Day.
