Obama is that ruler, he rules over the executive branch, the democrat majority senate, the democrat majority house, and the US constitution. He controls, insurance, student loans, car industry, oil, banks, education and now health care.

If he is re-elected than he may be able to replace a supreme court justice which will give him control over the judicial branch.
